From what I understand, Gadaffi had his commandos and paratroopers as elite units, but the regular army was basically garbage.
Their equipment hasn't been updated since the Soviet Union and the Lybian military had basically no thermals (the most important part of any modern tank and more widely any direct fire system). Syria, for example, has thermals on their modernized T-72B3 and T-90MS tanks and I vaguely remember that even they recognized that the armor on those tanks doesn't actually matter, the only important part are the thermal sights.
Their air force and anti air machines also haven't been updated since the Soviet union and as a result just fucking eat shit from the air the moment France and the US decided to bomb them. I think their track record was a grand total of one destroyed UAV or something ridiculous like that.
They didn't even have MiG-29s, that's just the absolute bare minimum for an air force since the year 2005 or so.
This is also why pantsirs are so crucial to the LNA - it's the one and only viable air defense they've got access to, and they've got something like 20 of them in total.
The Lybian military, on both sides is so completely outdated, they'd probably get run over by Croatia's military, and that's an army that's been thoroughly neutered.
The more I look into it, the more I realize it's just garbage all the way down and they better do something fast or Turkey's drones will just grind them into irrelevance over a couple of years.
