They aren't trained to shoot for the head under normal circumstances. And when you shoot, you shoot to KILL, never to wound. Shooting to wound is dangerous because you may not disable the threat, shooting at extremities makes you more likely to miss (and possibly hit something or someone you didn't intend to shoot), and they may die anyway because arms, legs, shoulders, etc still have lots of vital arteries.
tldr; Always shoot to kill.
