They aren't trained to shoot for the head under normal circumstances. And when you shoot, you shoot to KILL, never to wound. Shooting to wound is dangerous because you may not disable the threat, shooting at extremities makes you more likely to miss (and possibly hit something or someone you didn't intend to shoot), and they may die anyway because arms, legs, shoulders, etc still have lots of vital arteries.

Cops and soldiers are all trained to shoot center mass. For one it's a bigger target and two theres where all of your important organs are. Sure a headshot would be great but it's harder than you think to shoot someone at a distance who's moving around or shooting back in the head. Much easier to hit them in the chest. If you fire a weapon, it's to kill a person. To fire a gun at a person for any other reason, you're not respecting the weapon and you're not using it how it's meant to be used.

If cops were trained to shoot at non-lethal areas they would be misusing the weapon. They would also likely use their weapons more often in situations where they shouldn't, and this would become a legal justification for police killings. On the other hand, if you got shot in the stomach or shoulder you are going to be in a lot of pain, but you are much more likely to survive.
