All nations have different regulations but all nations require you to pass exams to get licensed.
In America, we have 3 license levels. The first one (Technician) really only lets you use a few UHF/VHF bands (10, 6, and 2 meter and 70 cm and a few others no one uses). These bands have very limited range of a few dozen kilometers (repeater stations not withstanding).
The General and Extra class licenses let you use the HF spectrum that can be used to talk around the world with a 100 watts or more.
Your little radio is UHF/VHF only. You need something like an IC-7100 or TS-590 to use HF bands and talk around the world.

How do I look up if I need a license in my country? What are the keywords? I only find material on radio station licenses to broadcast
I have a total of 12 radios (not including my SDRs) and 8 of them are cheap HTs like yours all programmed with our state's repeater frequencies and a few simplex frequencies. They sit in a 'go bag' for emergencies and rural SAR response. Keep the cheap ones around when you upgrade.

they record the transmission or evidence of it and triangulate it to you. Obviously if you do it once and never again they can't prove shit, but if the cops come find ham radio equipment in your house and you dont have an operator license, you'll probably first get a warning and get fined or your equipment confiscated on repeat offenses.
