There is a huge knock on effect in regions caused by collapse of industries. A lot of people have lost money in the stock market and will invest even more conservatively in the future. All of this will contribute to a general economic slowdown.

How many people were actually sick with COVID strains and recovered before the outbreak became detectable, and developed immunity from it? How many people are naturally resistant against COVID?
Factors like these control the extent of C. A and B would be nice to have as we build our way toward C and possibly reducing the loss of life to get there, but they are not an absolute requirement. Even in the definition of C, we will determine at what point saving lives is equitable to restarting normal operations, much like how insurance companies assess value for human life in an accident.
And we have more control than we realize. We don't have to go full 100% out of the gate with the economy on the backside. We could start with looser definitions of critical operations, assess its impact on infection / reinfection rates, and choose our course from there. In the same manner, if a business can establish a healthy production rate with a tolerable infection risk (defined in C), then why hold them back?

Two months ago, I told my family, right now they are telling you all to not wear a mask because there is a shortage. In a couple of weeks, they will be telling you to wear a mask and that's the next thing to do because science and shit.
Fast-forward 2 months later, the media is now telling people to wear a mask and that's the bvest thing to do. When 2 months ago, they were telling us that masks don't work.
