Only about 1%, maybe less, of Chinese virus patients are going to die no matter what if they get it. But at least 10% of people are at risk of dying if they get it, and can have their lives saved with little more than hospitalization and a respirator. They get some basic treatment, they live; they don't, they die. That's why the virus's lethality varies based on conditions on the ground, sometimes as low as 2% sometimes as high as 6%.
The trick is that we only have so many hospitals, so many nurses, so many doctors, and so many respirators. We need to slow down a potentially exponential growth of infection down to a rate where we can treat the severe cases. If we do that we can build herd immunity without widespread death. But if we go too fast people will die.
That said, if we're on such lockdown that the hospitals are empty, we're fucking up. There's nothing to be gained by going slower than we have the capacity to handle. How many people were actually sick with COVID strains and recovered before the outbreak became detectable, and developed immunity from it? How many people are naturally resistant against COVID?
Factors like these control the extent of C. A and B would be nice to have as we build our way toward C and possibly reducing the loss of life to get there, but they are not an absolute requirement. Even in the definition of C, we will determine at what point saving lives is equitable to restarting normal operations, much like how insurance companies assess value for human life in an accident.
And we have more control than we realize. We don't have to go full 100% out of the gate with the economy on the backside. We could start with looser definitions of critical operations, assess its impact on infection / reinfection rates, and choose our course from there. In the same manner, if a business can establish a healthy production rate with a tolerable infection risk (defined in C), then why hold them back?
