But it's not. The k98k was a carbine version of the gewehr 98. It was technically adopted because the treaty of Versailles did not put the same limits on carbines as it did on full rifles. It turned out carbines were more wieldy, perfectly satisfactory at normal ranges, and became widely adopted

The British were fighting with a decades-old rifle, as were the Russians

The only major combatant who fielded a rifle in large numbers, that was not just an updated version of a pre-WW1 rifle, were the Americans. And even they fielded significant numbers of updated 1903s
