As far as the mask tweet is concerned, it's a farse in order to help control supply and demand. N95 and P100 masks are absolutely effective in the prevention of contracting viral and bacterial infections. The Surgeon General knows this, he is just playing his role. The people know this. That's why masks are being sold for $300 PER N95.
Medically those masks were never intended to be worn for more than a few minutes in a negative pressure room, then thrown out. Outside that context the failure rate is going to be very high for people trying to use the same mask for days or weeks. You might as well not bother.

Yes, used as intended they will help prevent becoming infected. You're not supposed to reuse them indefinitely, but if you need to be around people and you have access to masks, or you can buy them, you should absolutely use them. They are much better than nothing.

The general public honestly does not need n95s as COVID-19 is not airborne, but droplet spread. Plenty of medical procedures (something with ventilators? Making a patient go prone etc) will make the virus airborne for a certain amount of time, risking transmission.
Plus, no more n95s and you can't treat TB patients anymore, which there ARE A LOT OF, so they just die, too..
