Beyond that. It's gimped by limiting AI to a mathematical model.
AI running on and fully exploiting software and hardware is very rare. Bare metal AIs that are able to improve their own hardware and software are almost non-existent.
They're gimped by having to go through layers of human written interface / os code.

Perhaps. But biological sciences are far behind technological sciences in that regard.
Today we are able to create nano machines that can interact with the real world and program them to do what we want, but we don't actually know what we want to do.
Most of the processes of the human body aren't fully understood, and this is especially true for neurological processes.
Perhaps at one point in the distant future this will be a reality, but I'd wager it isn't in any of our lifetimes.
