The government told people not to buy them because they were attempting to horde them themselves. A CDC head was questioned before congress on how many masks and other pieces of protective equipment would be needed if the US faced a pandemic. The answer was a fuckload of billions. He was then asked how many they had stock piled, and he responded saying that the US had about 1%.
1% of what was needed to deal with a pandemic.
Thats why they were telling people not to buy masks. Because the government was panic buying masks. The masks work. They always worked.
