In reality, politicians want to create social programs so that the people beholden to those programs will continue to vote for the people who want to keep those social programs, regardless of actual economic merit. Rent control is very strongly correlated to increases in housing prices and gentrification. The mean socioeconomic status of black Americans was trending upwards until the Great Society. You don't care about people, you care about the appearance you care about people, and making sure those people vote for the people you vote for so you can feel "right."
