Ok this isn't a random citizen, this seems to be an international traveler who has just arrived in the country. I see that as being reasonably justified in the context of a pandemic spread by people traveling, I think our pigs are doing the same thing - constant checkups on those who haven't been in the country for a minimum two weeks.
If it was random citizens, then no, I do not believe the cops could swing that, and it would be a mis-allocation of resources.
No doubt they'd love to be able to, I just don't think it's feasible currently.
