It serves two functions:
1. Everyone is blinded by focus on the virus. Meanwhile the banks just received 6 trillion in aid, are about to drop the reserve %, hundreds of billionaire CEOs have stepped down, and the stock market is tanking. Without the virus if they just tried to pull that people would be up in arms.
2. The chaos that will unfold due to hyperinflation and hysteria will convince normies to accept any compromise (chipping, surveillance, etc) if it means returning to normalcy.
So, they rob everyone blind, bug out for the chaos, and return as the 'shining heroes' to offer stability and order.

the virus itself is bullshit, its not a bioweapon, it barely kills anyone and even those already sick have a massive chance of surviving.
the hysteria is totally manufactured.
