In India and China, lots of people carry at least two phone SIM cards. One for voice, a secondary backup for data. Look up the popularity of dual SIM slot phones in India and China
While you might entirely be true user, this might also be a lot of people dumping their secondary SIM card after China's economy crashed. Though I don't know why they would cancel the number instead of just not paying for a few months
