as far as actual plague, i am unironically more concerned about the Norks (if invaded) or a non-state bad actor having got a hold of smallpox virion after the fall of the USSR, and chimerized it with Marburg or Anthrax, in the latter case to allow for human-to-human transmission and the former to allow for airborne/droplet transmission. or something similar being OOPS'D out of Fort Detrick or the Vector facility in Siberia.
