Firstly, tax brackets aren't separated by race, they're separated by income. There are plenty of PoC that pay more in taxes than they receive in benefits and there are plenty of white people that receive more in benefits than they pay in taxes.
And secondly, not only is that fair, but the majority of people agree with me, which is how morality is determined (by consensus). Your question of fairness is a question of morality and the consensus is that it is fair. You're allowed to have your opinion and vote accordingly, but luckily most people disagree with you so that's not the way things are. So the answer to the question "is it fair that wealthy people pay more tax than they receive?" is pic related.
