Plastic doesn't have to be filled with water. If you have carpet or wallpaper, a pack of toilet paper won't make a bit of difference in case of fire.
Ironically, toilet paper might even be better of in a housefire than plastic bottles of actual water, since TP is commonly stored in the bathroom, a tiled room. While water bottles are often found in the kitchen, which is where many, many fires begin.
