It was a lose/lose for him. If he made more stronger restrictions earlier everyone would be screaming that it was racist and he was causing panic and then you'd have courts and judiciaries overturning it just like they tried to do with the travel ban. If he was lenient on the travel restrictions -- well then the virus is all his fault. There is no politics to this, it was guaranteed to get here and spread no matter what because we are just too interconnected as a society. People are able to move and travel too freely. Short of a complete ban on all international travel and closed borders, I don't think you could have prevented the spread into the US
