Handle it about like cars.
Have a 'gun ed' class in highschool, take half a year of gun safety and use (to include marksmanship).
Use that certificate to get a 'gun license' - which is really just a permit to carry concealed or to carry on public property. Certificate would be about as hard to get as most current CCW license. You need your 'gun ed' class to get one prior to being 18.
Private property of course would require no license.
No limit on the type or number or anything of gun you want. Some restrictions for public property carrying would be OK (maybe you should have to have a silencer for example). Private property (and transport) should have no restrictions of course.
