Absolutely. Tobirama might not be as strong as Hashirama but he's OP enough to make everyone shit himself when he's enraged. The real thing that elevates this generation is Mu though.

First Kage generation (Hashirama) was full of jobbers. Also, besides Nardo and Gaara, Boruto’s kage generation is weak. The mizukage and Tsuchikage are a joke, I don’t think the Raikage is weak BUT he was definitely weaker thank A.
Thing is Naruto can probably solo the entire said generation and if not he can certainly beat them with Gaara alone. That's how ridiculously OP he is.
Hiruzen was pretty based. I think people forgot as an old man zombie (which are weaker than living versions) he fought a statue that was fighting 40k ninja
