I mean it's a conceptual "NO" to the world that breaks time each time it's turned on. It's a god in a way, and a powerful one at that.
It is actually really powerful, it's just that it has an off switch and a controller. Dwemer wanted to create a pocket universe with it in the first place, I think, so it should be possible in theory.
It's kinda hard to tell whether it's nigh-omnipotent or universal, though, considering how alien TES cosmology is, but it's certainly conceptual fuckery.
