The villains of the story are the Angels, they were already awakening to extinguish mankind and might not have been stoppable without Second Impact taking out Adam, taking over the global economy, and investing it in Eva development. Seele are the RPG twist final boss that thanks you for clearing the villain out of the way so they can start doing almost the same thing.
