in UU their type still apply to all, like internal or external type...
in OP you also had so many bullshit upgrade beyond their power.. like luffy.. gear 3 will never made sense if you think logically.. how can you transfer air between bone?? or muscle (gear 4),,, and luffy can fire punch too..

The OP example was made just as an example of broken rule in a dozen of chapter, and almost everyone know the devil fruit rule, "unlimited power" but can't swim.
