Why did Shikamaru forfeit?

No, the tournament just a formality. Their actual judges hide in the audience that actually judge if the participant is qualify to become Chunin. You can win but that doesn't guarantee that you can became of chuuni.

The tournament is a huge source of revenue, but the winners don't necessarily become chunins. When it comes to promotions they're looking for people that actually show tactics and leadership skills. Not only did Shikamaru use tactics during his fight, he made the wise decision to fallback/forfeit when he knew he couldn't win.

>Naruto passes the written test for having the guts to never give up despite being up against impossible odds
>Shikamaru is promoted to chunnin for having the good judgement to give up while up against impossible odds

>Naruto defeats one of the top students by using a mix of pure will and quick thinking, utilizing many strategies during the fight
>doesnt get promoted

Nothing naruto did proved he was worthy of having lives at his command

Naruto only won because of plot armor and unlimited hax fox chakra. Sasuke did earn his promotion even though all he did was follow his master's strategy.

>Neji demonstrates a fundamental understanding of the world and very reality they live in
>Doesn't get promoted
No justice. Neji was right.

To win he'd have to throw a kunai at her or something and that would go against his 200 IQ master plan to make her his wife

He lost because he cockily pulled his guard down too soon, he didn't deserve promotion then, he learned from that and became a Jonin in 2 years
