No, the tournament just a formality. Their actual judges hide in the audience that actually judge if the participant is qualify to become Chunin. You can win but that doesn't guarantee that you can became of chuuni.

The tournament is a huge source of revenue, but the winners don't necessarily become chunins. When it comes to promotions they're looking for people that actually show tactics and leadership skills. Not only did Shikamaru use tactics during his fight, he made the wise decision to fallback/forfeit when he knew he couldn't win.
