That's what he said. Js06 translated an interview and Kamachi straight up said the heatwave was primarily because he wanted to see the characters in swimsuits.
Gotta disagree on Yuiitsu. I really enjoyed her because this was one of the few times we get to see an antagonist grow throughout and what exactly entails turning into a full fledged Kihara. Also, the use of St Germain was a nice link to NT12 and Anna. It's pretty obvious he's not done with it.

The problem is that after the first volume with them, they stopped being a parallel with Touma and were played straight for the next three. God it was fucking obnoxious. You're also right, everything it set up amounted to nothing or got dropped. I would not call it "good" collectively
Kamachi handles shounen differently (and usually better) than most writers but WR arc was when he stooped down to their levels with asspulls and abhorrent new characters.
Thankfully the "experiment" ended and he got his groove back with the Aleister arc.
