I think still frames are more popular now than ever except for a few more popular shows (with the exception to the exception being Jojo, which is a powerpoint presentation).
older shows tended to have animation in more shots but the animation was more limited most of the time, the classic "moving mouth on a still image" for example is much more common in recent years, and it lasts longer when it happens too.
