Kind of both. It gets pretty overrated, especially by its awful fanbase, but it's easy to have a lot of fun watching/reading it as long as you don't take it too seriously. It gets a lot of slack for its flaws because it makes up for them with style and charisma.

I'd say the show's worth watching if you have the time, especially Part II, which has a fantastic OST. I read Part IV before I watched it and I can say that it's a lot of fun to watch the scenes come to life, the adaptation is very faithful.

The anime isn't that good. You can clearly see that DP has passion for it but it's a heavily flawed adaptation of an already heavily flawed series.

It's good for the most part. It's got a loud fanbase, but who fucking gives a shit. Part 1 isn't amazing, but it gets better and if you're a shitter, you can skip it, each part is largely self-contained despite parts 1-6 making up a continuous timeline.
Part 2 is my favorite.
Read the manga, and read it in color.

Nope. Araki isn't a good writer. While parts 1 and 2 were entertaining, they were a clusterfuck mess of a wannabe plot. Part 3 and 4 are just "oh hey I have an idea but it'll last for like 10 episodes so I'll slap in 40 canon-fillers by introducing the villain of the week formula that doesn't contribute to the series in the slightest." Add to that the stupid asspulls of each part due to Araki handing out overpowered abilities to the main villains without planning how to deal with them in a proper way and you got the mess called JoJo.

Just because I say it's flawed doesn't mean I hate it, user. I really like Jojo. But DP has quite a few issues with how they adapt the series and adding flaws upon flaws just exacerbates it.
But it isn't 1:1. And being a 1:1 adaptation doesn't guarantee something is going to be good anyway. Anime fans in general are almost always garbage though. It doesn't matter how good the adaptation is.
