They aren't clashes. Most have actual beginning, middle and the end. Short fights were a thing pre-TS too. It's really Alabasta, EL and TB who have multiple non-Luffy longer ones.

They don't look more stupid than average pre-TS. If anything, they're blander than average.

That is true, but that's not a post-TS problem. If anything, TS has an opposite one where big narrative overtakes individual arcs, especially seen in Dressrosa.
