I dropped after watching 10 episodes. And I only watched this much just to be sure if it was get any good later, because this shit was pretty popular.
So, the main problems are not "forced" or "random" fanservice like some idiots says. That neko girls was supposed to be a character, but instead she's just a walking fanservice abomination, a totally wasted character.
Now about the story, it's too damn weak and random, they were totally trying to milk the non existent story with "good" animation and all.
And that's it. Wasted characters and no story.

The premise was both dumb and pretty restrictive. It takes effort to care about a battle shounen about fucking fire fighters. The worst part is how it actually takes such a dumb premise seriously.

Wrong she meant to be a one-off gag but Mashima told Okubo that he wants to see more of her so he forced her into the plot
The overall pacing of the show was terrible imo. There were so many awkward pauses and unnecessarily long stills that it was just unexciting to watch until some action came. It's almost like they held back until Shinra vs Sho
Probably a problem on part of the animation budget, but even if the pacing was better I don't know if the show would improve that much.

I honestly felt this worked against it, they started trying to appease too many people to fill that budget they got. If it was a 1 cour they probably wouldn't have tried to make it something so broad and stuck to more shit from the source.

It wasn't bad but you could see the signage on the wall far too early for being GENERIC FUCKING WE ARE THE BAD GUYZ? OR ARE WE?!?!? shit coming in episode 2
The fights were broken up with odd pantsu comedic shots that lasted too long or stole the thunder/scene around it. The story was far too forshadowing far too early, the MC wasn't too great, world building was kinda meh early on to where people got turned off.
Should have toned down(see remove almost completely), made it more focused on the world/conflicts, and tone down the obvious generic forshadowing. Fans also overhyped this shit way too far with "muh animation" and "BAsED STUDIO!", when the source material was too meh.
I couldn't even finish this show.
