Because the story isn't getting any deeper, only expanding sidewards. It has an infinitely sideward expandable formula, so it can go on forever until they get tired of it.

Children don't understand nor care about plot. Adults read it out of force of habit. Because life is a miserable heap of shit and reading One Piece brings you back to the times were you could read and smile without a care in the world.

It's an action/adventure story in which their journey is directed towards a specific location. Moving closer towards that specific location is plot progression in of itself.
