Bakugo beating Deku physically but not being able to reach him and surpass him in being heroic was a good moment for Bakugo to realize his problem
But then it turned into the shit you are describing so I would say not picking up from this fight and making both characters worse and worse is where Hero Academia completely fucked up beyond repair.

This episode would have been much better if it wasn't for all the overdramatic flashbacks that keep ruining the pace. Of course that's pretty standard but for a lower stakes fight like this it just feels silly.
