Otherwise the story was largely mediocre and the visuals of the first 30 minutes were quite jarring.

And even that felt underutilized. If nothing else, at least it introduced me to Superfly.
Promare's art direction is not only pleasing to the eye and cohesive in a way that most anime, KLK included, can only dream of, but carries the visual symbology of the movie in virtually every frame and is part of the complex tapestry built around its leitmotif, firmly rooted in art theory. As far as "interesting to look at" there's no comparison.
And I hope you weren't as stupid as to think that Imaishi or Koyama did backgrounds for Ghibli.
