The beginning was really fun but the latter parts fell flat for more except for a few moments.

Trigger has been catering to same-sex relationships in their shows for a while now (Kill La Kill, Little Witch, Promare) so they have to dumb it down for their target audience.

There was literally nothing fujo about it except the kiss. It's otherwise a shonen that's basically appropraite for 7 year old boys. There's firefighters and giant robots and explosions everywhere. The bulk of the runtime is just bigger and bigger fights

Fujos were a mistake

Having worked on good stuff before doesn't mean you can never make something bad.
In the end KLK is interesting to look at while Promare isn't.
And just looked it up but none of the art directors of Promare had been art directors for anything Ghibli.

they made the choice to portray two attractive young guys pressing their lips together. There were a million other ways they could have gotten the concept across, but they chose the one that looks like a kiss on purpose. Nobody in 2019 would design that scene without a kiss in mind. That one scene is definitely bait.

But the whole movie isn't bait. it's mostly punching, explosions, robots, and yelling. people act like the kiss is all there is when it takes two seconds and barely matters.

Otherwise the story was largely mediocre and the visuals of the first 30 minutes were quite jarring.
I got used to it eventually but it didn't look all that good

And even that felt underutilized. If nothing else, at least it introduced me to Superfly.

Promare's art direction is not only pleasing to the eye and cohesive in a way that most anime, KLK included, can only dream of, but carries the visual symbology of the movie in virtually every frame and is part of the complex tapestry built around its leitmotif, firmly rooted in art theory. As far as "interesting to look at" there's no comparison.
And I hope you weren't as stupid as to think that Imaishi or Koyama did backgrounds for Ghibli.
