Bucky didn't want to be a soldier anymore. He'd spent decades brainwashed and used as a weapon, he was wanting to live out a quiet life that his sanctuary in Wakanda was allowing.
He knew it was bad when T'challa came to him prepping him for battle, because Panther would not have come to him unless the situation was beyond dire. Its the only reason he suited up, otherwise he was done with that life style.
I hope the writers of the Falcon/Soldier show go out of their way to explain what would bring Bucky out of retirement that wasn't a global threat. He isn't going to pal around with Sam fighting small-time threats without good reason, it'll need to be bigger than that. Anything small-scale is going to feel forced for the character.

i was totally on board with the idea that Kovacs was going to be sleeved into a black guy, seemed to fit just fine with the idea that bodies were just disposable suits. Mackie, however, was bland as fuck, and more importantly the writing and tone went from super edgy cyberpunk kino in Season 1 where Kovacs literally buys a kids schoolbag full of illegal narcotics in episode 1 and goes on a bender, and then to shitty tonally-toothless generic-science-fiction-wank in season 2 with Kovacs is just a plain milquetoast hero guy

The best way to mitigate this issue of "they're just replacing the heroes with black people" would be to have multiple people doning the same title. So have 2 captains and 3 iron men or some shit.
