I think maybe because he's been highly commcerically succesful and allowed creative freedom to make likeable cerebral blockbusters that earns the respect of neighbor directors. He finds unique performances in well known actors and has great trailers.

He's getting praise for what he is, the only post 90s AAA mainstream high budget blockbuster director who still has some respect for the older traditions, ie shoots on film instead of digital, uses practical effects instead of CGI, tries to elevate his movies by injecting a semblance of visual elegance and thematic thoughtfulness that's absent from equivalent productions in this category, reaching this level requires an incredible ability to negotiate with studio executives and dealing with Hollywood politics, you essentially need to be an excellent diplomat, not only be a hard working or talented director. He makes crowd pleasing movies that plebs and critics alike love and because of his immense success on franchise movies he's also the rare filmmaker who gets huge budgets to do his own non-IP projects that still find great success on his name alone. Like him or not, he's the last of a dying breed.

Bay's more natural with visuals undeniably but his editing is also atrocious and his films have no understanding of storytelling, no beauty, no humanity because he only cares about moments and set pieces like the ads/MTV director he was trained to be, which definitely clashes with the respect to older traditions I was talking about.
