Holdo is only in the movie to move Poe's character arc forward. She has no real affect on the story other than that. He learns to think of the bigger picture because of her.

Holdo was tall, and had blue eyes and light-colored skin. In her youth, Holdo rebelled against the undemonstrative exterior of her homeworld's culture and expressed herself by dyeing her hair vibrant colors, wearing vibrantly colored clothing, and going on daring escapades. In spite of that, Holdo shared the core values of Gatalenta: she believed in the importance of joy, love and spiritual harmony, showed great interest in esoteric practices of her planet, like meditation and astrology, and she was knowledgeable of the galaxy.[1] She also had a penchant for going barefoot.[4] Organa found Holdo insightful and charming, but also irritating at times.[1]

Holdo had a quirky personality, often getting distracted, speaking in riddles and metaphors with a monotone/singsong voice, and being eccentric. She was by no means stupid, however, and her oddball persona hid a keen intellect. She was not afraid of death, and dreamed of dangerous adventures "to get more comfortable with the nearness and inevitability" of it. Holdo was a determined and patriotic person, able to react to changing circumstances and ready to sacrifice herself for the cause. As a commander she had a cool head for the greater strategy, and expected her orders to be executed precisely, as shown during her time in command of the Raddus.[3] Holdo was known to carry a Defender-5 sporting blaster, which was favored by many nobles on her homeworld.[6] According to Dameron, Holdo was recognized within the Resistance as a great strategic mind due to her actions at the Battle of Chyron Belt[3] and was admired even by Admiral Ackbar.[16]

Despite having an antagonistic relationship with Dameron, Holdo respected him, telling Organa that Dameron was a troublemaker after his mutiny but that she liked him.[3]

I know I risk sounding like a Yas Forumstard when I say this but this character feels like a representation of what a female liberal thinks leadership is. "Just shut up and follow orders, I'm in charge!". Leaders exist to help their subordinates succeed and guide them. The shittiest leaders in history were always the ones who bark orders. I would not be surprised if that whole subplot was pushed by Kathleen Kennedy.

It's all about Chain of Command. If an officer tells an enlisted to do something, the enlisted does it, but bitches, complains, and does the shittiest job possible. Why? Because that officer while "superior" bypassed the CoC. The proper way to get someone to do something is to have their direct superior tell them to do it. If some rando superior tells you to do something, you do it, but shittily because they just cut everyone above out of the loop and that often brings shit down on your head. The right way is for an officer to tell an officer until a low enough officer tells a high enough NCO that brings it all the way down to you. I've seen random NCOs get mad when an officer tries to fuck with lower enlisted.

All that to say, Poe is Holdo's direct subordinate. All what I've described is the relation between command staff and floor moppers. Poe was Leia's 2IC. Holdo treated him like he was a fucking bottom berth sailor. Everything I described about the distance between officers and enlisted DOES NOT APPLY to two officers with a difference of a single rank.
It's like telling someone to go get food at the store then not telling them what to buy and then getting mad they didn't get what you wanted.

The character is dumb, because the whole point is that she's right and Poe should have respected her judgment, but then she just lets him off scot free at the end. Either she should have been wrong, or Poe should have got executed by firing squad. Then it would have made sense.
