It's a show that wants to be basic episodic TNG fare despite putting itself in a dire scenario where DS9-tier serialisation would be more appropriate. The writers and the actors were greatly frustrated by the limitations that were imposed upon them by the producers. It remembers the circumstances of the plot when it wants to and ignores them when it wants to. A lot of the show is utterly forgettable, but it's a comfy ship with a comfy crew.
It's notable in that it kinda has two Datas. Both the Doctor and Seven of Nine want to be more human. Three Datas if you count Tuvok just being a regular Vulcan as a Data.
Ruined the Borg, though.
