The scare was huge for the average man well into the mid 90s. The main problem was that the US took Chernobyl as a huge topic to embarass the Soviet Union/Russia but it had the side effect of making the average joe be scared of nuclear power.
Plus it was still in the interest of the United States to make sure not every country gets access to such clean and safe energy overall, so a huge smear campaign was done.

Nuclear power technology is a lot safer and efficient these days and imo a perfect compromise between dirty coal and complete renewable energy but unfortunately 90's Hollywood propaganda is still burned into everyone's brains.
