Literally "no it's German and means 'die Bart die'".
Normally the German dub uses other languages/nationalities for jokes like these. For example, Uter speaks with a Swiss accent and the evil German homer double in the Prisoner parody episode is considered an Italian.
But this time they didn't, as it wouldn't work.
Blue Hair Lawyer says "Stirb Bart Stirb" (Die Bart Die) and Bob replies with "Die Bart Die"
so exactly the same dialogue except it doesn't make sense because the tattoo doesn't say Stirb Bart Stirb, and Die Bart Die isn't even grammatically correct in German
I think the German version is funny because normally you watch TV knowing that what they're reading aloud (in German) isn't really what the text says, as it's in another language. It's unexpected that, suddenly, what they are reading is exactly what it says.
That's Ivar Combrinck for you. He even translated "Isotopes rules!" with "Isotopes board rules" (as both words are the same in German).
But truth to be told, it's very hard to translate that joke properly.

I once told a colleague that I don't watch the Simpsons in German because the translation is bad. He tells me he's never noticed anything, so we just sat down, turned on the TV, and watched whatever episode was on.
During one scene, Lisa was at a competition, maybe a spelling bee, and people in the audience were holding up motivational signs. A voice-over translated what the signs were saying in German.
The camera panned over to Bart with a shit-eating grin on his face, and his sign said, "I'm missing school". Voice-over translates, "Ich vermisse die Schule".
Really? You don't think that Bart might have meant that he is ABSENT from school due to the contest? Why would he smile if he "misses" school? Why would Bart Simpson EVER miss school in that sense? Do the translators think that Bart Simpson likes school?
It's almost as bad as Bojack Horseman's German translation. I can't say I watched more than 2 minutes of that. Sometimes I switched over to German to see how they translated certain things, and it was always completely butchered when it didn't need to be.

Just watch the stupid Yas Forums Sneed gag in German here. They translated "Gucci sneaker" with "Gucci Schleicher", the literal translation for the word "sneaker" that doesn't exist in German.
Combrinck did not only fail in recognizing simple English phrases, he also didn't even put an effort. Otherwise no one would seriously shout "Isotope board rule games" during a football game.

The german dub doesn't claim the seeting is in germany so everyone still gets that written stuff is in english and it is their de facto language.

In germany theyre called fischstäbchen which is the literal translation of fishsticks so why wouldnt it make sense? Dunno about how other countries do this

The joke is that fish sticks sounds like "fish dicks" and putting them in your mouth makes you a gay fish. Fischstäbchen doesn't sound like any colloquialism for male fish genitalia in German.
They generally had troubles with the word "rules". I swear, they translated that word differently every time it came up and it was never really accurate. "Lisa rules" - "Lisa gibt die Anweisungen"

I'm pretty sure that the dude who translated the script, who voiced Skinner in German, was an asshole. He was proud that he invented jokes where there were none before. A lot of Simpsons fans were happy when he died.
I think he worked for the same company which translated Terrence hill and Bud Spencer movies. They changed the plot for those movies for no particular reason.
There is one time where Krusty talks about 'killerpilze'. Some German band. Another time Homer demands that Bart stops cursing so much and Bart just says 'alright', completely destroying the joke.

The Simpsons was notorious for the bad quality of the dub script (not the voices tho, at least until based Norbert Gastell passed on to a better life). It sometimes felt like the guy doing the script didn't know any english. Most idioms like that went completely over his head. Noone knows why he kept his job for so long, he probably had proof of network heads being pedos or something.
He died some years ago of brain cancer, and got his son to continue his work instead.

Yes, these would be good translations that capture both the colloquial meaning of "rules" and the connotations that have to do with actual "ruling".
However, you don't really need those connotations. People say something "rules" about pretty much anything. Even objects. "Oh yeah, this movie totally rules!". There is no idea that the movie is, even metaphorically, in charge of anything. It just means the movie's awesome. In Lisa's case, you could also just say "Lisa ist die Beste" or "Lisa ist super" or something.

I'm german, and yes, Lisa regelt would mean Lisa manages/organizes (something to that effect-like a police man who manages traffic "den Verkehr regelt"), and Regeln is the german word for rules (as in the rules in a game). It's IMHO the best translation of the title and meaning of the original title as it uses a word a german would notice the two implied meanings of that are pretty much the same two meanings the english titel has. It's literally the best translation of the wordplay you can get in german.
