The earliest Frankish tribes were genetically Dutch/Western German but quickly intermingled with the Gallo-Roman natives. Merovech was genetically like Dutch (his name is even a reference to the Merwede river) but by the time of Charlemagne they were more similar to modern Northern French. A similar thing can be said for Rollo, while he may have been Norwegian, his descendent William was French.
