Aside from literally being his mom, Shinji is Rei's choice, not the other way around. She chooses him over Gendo at the end because he showed her genuine compassion.
Asuka and Shinji's relationship is far more complex imo. Although to be srs for a second I think either one actually getting with Shinji in a romantic way would have been shit writing
ALthough there is that one moment where it is implied Shinji and Asuka might have banged (or asuka attempted to atleast) cause they were both so fucking lonely
