I think you have to have a reason for why you need a gun, so either you're a hunter or do it for sport yes
that's only possession license, which is relatively easy to get
carrying license is almost impossible to get and you need to be a security guard or endangered person or sth to get it
they're only particularly useful if kept secret and then revealed during a strategically important battle with all the enemy soldiers thinking

I assumed it was semi-automatic, a class 3 weapons liscense is ridiculously difficult to obtain.
they even banned semi autos buildt on a "military design" so no hope there.
