They have about the same test rate as us
and we keep the test low mainly to protect about tourism and prevent medical overcapacity

To Japan's credit, their infection rate sits at just 9 people per million, which means they are testing at around 12x the infection rate.
It's probably fair to say this provides enough confidence that Japan's infection rate is indeed low, and that additional testing isn't an effective use of money.
There will always those who want to err on the safe side and will say additional testing is warranted. For example, Canada is currently testing at around 35x the confirmed infection rate.
Sweden, by comparison, has a number of tests similar to Canada, but a much higher infection rate, so Sweden is only testing at 7x the infection rate, less than Japan.
So, in short, these numbers don't tell the entire story.
Don't all Asians? Chinese and South Korean wear them whenever they go out. Even if they just have a cold.
