Before the disease, it was crowded with Chinese tourists everywhere. Now they stopped visiting Japan(or Japanese government prohibited to visiting Japan? I don't know). Sightseeing places are empty now. If you are not scared of the disease or it's okay for you to get infected with it, then it's a good time to visit Japan. As far as I know, shops and restaurants open normally here in Kanagawa. But I don't know about sightseeing places.

Sorry I have no idea.

The climate now is 三寒四温. Or 忽冷忽熱 in Chinese.

I was actually in Japan (Tokyo) in December to see my imouto. It should be warmer by now, right?
