It would definitely not make it past the planning stage today, with DC and WB's obsession of forcing in Joker and Harley.
Speaking of that, I was always fond of Brave and the Bold's Harley. Fun, cute, and best of all, not overused.

if it weren't for YJ using joker and other batman rogues at the time, we could have gotten familiar faces.
techniclly speaking if it came out now, they could've use joker and etc without bat-embargo getting in the way.
