To play devil's advocate a moment. I think he's thinking like that because we as Society like to value immediate Justice towards small crime. We want thieves and bastards caught, tried, and executed (figuratively), on the spot because it brings catharsis that they "didn't get away", and naturally nothing get's people more upset than some asshole stealing something of ours and not getting caught or punished in the slightest because of factors not in our favor or control.
Shen however views it differently, it's an odd rationalization to most of us because who would think giving away a possession to some random stranger is a good thing? Shen bought the Bike, it must have been a decent bike at least, and while not a car, good bicycles cost money to acquire, not to mention the maintenance and accessories involved. A normal person would be infuriated that some asshole took it. Yet Shen somehow finds a silver lining in it, choosing not to bother with the notion, and calling it a "good thing", because if someone took that bike it was probably because they were in need of one and couldn't aquire one. Or they sold it for money to pay for food or rent? In his mind, perhaps it might have been not all bad. Plus he's probably making some form of income and could buy himself another bike.
Thus we find confused outrage in someone simply being ok with being inconvenienced and moving on with their day. Yet for Shen, it's just a shrug and a walk back home, finding some contentment in it.
THAT or he was upset as balls but chose to put it in a better light so he didn't feel like a fuckwit about not buying a bike lock. Or he could have made it up for E-Karma.
And this is just the artist's self-insert rubbing his long existing envy onto this only child because of his own short comings, rather than looking at himself pushing his child to not be like himself; A envious aging boomer that despises others for their youth and beauty that he lost.

Outside the garbage punchline, it's two sides of the same coin. Nationalism is going "fuck you I'm better", while Patriotism is the friendlier version of Nationalism by going "Hey friend, come over to my house and SEE how I'M better than YOU."

Could be because Stonetoss is seen as low-brow. All his "smart" characters do is talk to some strawperson, then once the straw person makes themselves obvious, the guy you root for just looks at the viewer in the last panel smugly. At the end of the day it's just another political webcomic made for viewers to reinforce their hard lined ideals, and nothing more.
