This applies to the movie and the cartoon. The setting and the characterization have to be good. Character design is not enough to make a good character. There are good Spider-Man movies and there are shitty Spider-Man movies and it has a lot more to do with the writing than the character design.

In terms of Birds Of Prey, actually go all the way on the “emancipation” aspect. Start off with her fully aware of the fourth wall, talking to the audience, and still being his crazy self, but as she goes on with her character growth, she starts to lose sense of the fourth wall, and starts to get more and more sane. By the end of the film, she refers to herself as “ Harleen Frances Quinzel”, becoming a actual therapist, treating Poison Ivy as a sequel hook for the next movie.

Yes but the thread asked how to fix Harley Quinn, and it's not by giving her a different outfit and it's not by making her funnier or sadder or more superhuman or more feminist.
Take Birds of Harley Quinn Prey. Same movie with few, cheap changes:
- start with the police station raid - good action scene, start with a bang
- when Harley asks "where can I find Cassandra Cain", cut to the cartoon - good animation, a breather from the action
- continue with the bar scene, play everything in chronological order without narration until the police raid, the narration adds nothing to the movie, get rid of it
- Harley asks "where can I find Cassandra Cain", movie freezes while Harley narrates "okay, now we're good" which will be a fun surprise for the audience like Gremlins 2. No more narration or flashbacks after this point
- raid continues. The following point is important from a writing standpoint: give a better explanation for why the cops don't riddle Harley with holes and why the mercenaries can't hit her with assault rifles from six feet away or why they'd RUN AT HER while firing at her instead of keeping their distance and picking her off which is the exact thing she does to one of them later.
- make the villain less of a whiny bitch. This is a problem with the cartoon too, too many villains are whiny bitches. This only works if the second in command is intimidating and has a lot of screen time.
- better explanation why the police and the bomb guy just disappear. Like the police raid explanation, this can be solved with a line or two of dialogue.
- cut the stupid bad-guy speech, or: write a better speech
- any explanation for why the army of mooks doesn't gun down the Birds of Prey. Maybe something like "we don't know which one has the diamond, we need them alive".
- And this one doesn't have anything to do with the writing: make the final action scene take place during the daytime, or at least somewhere well-lit

In the cartoon, she's totally fine with Harley's plant eating an entire family, she threatens to nuke Gotham, and she's fine with the Legion of Doom and all the shit they pull. So even if we ignore all the murders she did with Joker because it's all his fault and totally not her fault, her "morality system" still includes not giving a shit about murdering innocent people.
In the movie, she breaks a guy's knees because he creeped on her, and blows up a factory (with probably scores of people inside) because it reminded her of Joker.
She's a piece of shit and both the movie and the cartoon should stop pretending like she has a "morality system".

It's not moralizing. Immoral characters can be sympathetic. But the point is that either you ("defined morality system") or the movie and cartoon themselves try to present Harley as a moral person, and the cast and crew keep saying in interviews how she's a role model.
THAT's the problem. She can be as immoral as she wants. Nobody questions that the Joker is an immoral piece of shit. But the movies and the cartoons don't try to convince you that he's a good guy. THAT's the problem with Harley. The movie and the cartoon (and ) try to insinuate she's compassionate and moral.
She's not.
If you want to fix the character, you gotta decide: immoral piece of shit, or compassionate and moral.
