Not OP but I made that comparison pic. The right-hand side is from the blu-ray of the film that they released. I don't know what version of the film is on Disney+. I didn't find any changes to An Extremely Goofy Movie for what it's worth.
I also don't know where and when the changes came from. This could be some alternate, censored version of the film from the '90s that was used as the BD source for whatever reason. It's even possible they didn't realize there were changes compared to other releases of the film.

Whenever Disney airs the movie on TV, they show Max going toward the X, and then it cuts to him coming out of it with the guy he rescued.
