This is probably on the right track. The Goofy Movie was rated G, not PG. Eveyone knows the MPAA's clusterfuck so it might've been necessary to conform to the rating's board's whims to keep it that way.

Not OP but I made that comparison pic. The right-hand side is from the blu-ray of the film that they released. I don't know what version of the film is on Disney+. I didn't find any changes to An Extremely Goofy Movie for what it's worth.

I also don't know where and when the changes came from. This could be some alternate, censored version of the film from the '90s that was used as the BD source for whatever reason. It's even possible they didn't realize there were changes compared to other releases of the film.
